Freelancing in Dubai for Russian Citizens: Work Authorisation and Residence Guide 2026

Are you a Russian independent professional providing technology, consulting, finance, marketing, creative or other specialist services? We can help you choose a Dynamic Freelancer membership that includes applicable work-authorisation administration and, where required, UAE residence sponsorship and administration for your professional activity.

Russian citizens can work as independent professionals in Dubai once they hold the UAE work authorisation required for their professional activity. Visa-free entry and permission to work are separate. If you plan to work independently in Dubai, your membership should reflect your profession and UAE residence status. At Dynamic Freelancer, our memberships include applicable work-authorisation administration, invoicing and Dynamic Freelancer Central. UAE residence sponsorship and administration are included according to the membership selected.

Can Russian Citizens Work Independently In Dubai?

Yes. You need the appropriate UAE work authorisation before providing paid professional services.

Russian citizens can enter the UAE without arranging a visa in advance for stays of up to 90 days within a 180-day period under the UAE-Russia visa-waiver arrangement. Check the current UAE Embassy in Moscow visa guidance before travelling.

Visa-free entry allows you to visit the UAE. It does not authorise paid work. UAE Government guidance states that working while holding visit or tourist status is prohibited.

If you are relocating from Russia, arrange the work permit and residence route suited to your circumstances before starting paid client projects.

Confirm that the payment method works for both you and your client before agreeing commercial terms.

Do Russian Citizens Pay Russian Tax After Moving To Dubai?

Moving to Dubai does not automatically end your Russian tax obligations. Your tax status depends on the time you spend in Russia and the type and source of your income.

The Russian Federal Tax Service states that personal taxation depends on tax status rather than citizenship. Under the general rule, a person who spends at least 183 days in Russia during the calendar year is treated as a Russian tax resident. Russian tax residents are taxed on income from Russian and foreign sources.

If you spend more than 183 days outside Russia during the calendar year, the Federal Tax Service states that you cannot be treated as a Russian tax resident for that calendar year, subject to specific exceptions in Russian law. You can review the official Federal Tax Service tax-residence guidance.

Russia and the UAE also have a Double Taxation Agreement covering taxes on income and capital. It applies to individuals and businesses and covers areas including business profits, individual income, dividends, interest and royalties. The agreement helps address cases where the same income falls within the tax rules of both countries. You can review the official Federal Tax Service information on the Russia-UAE agreement.

A UAE bank account can also involve separate Russian currency-control reporting rules. Federal Tax Service guidance states that covered residents must report the opening, closing or change of details of an overseas account within one month. The same guidance provides an exemption from these account-opening requirements for individuals who spend more than 183 days outside Russia during the calendar year. Read the Federal Tax Service foreign-account guidance for the conditions.

Speak with a qualified Russian tax adviser with UAE experience for advice based on your residence, income and banking arrangements.

What Documents Should Russian Applicants Prepare?

Document requirements depend on your current UAE status, selected membership and professional activity.

Your application can involve:

  • Passport Copy

  • Passport Photograph

  • Current UAE Visa Or Residence Details, where relevant

  • Previous Emirates ID, where relevant

  • Current Emirates ID, for eligible UAE residents

  • Professional Documents Or Approvals, where required

Our team reviews your circumstances and confirms the documents required for your selected setup before processing begins.

Build Your Career As An Independent Professional In The UAE
